According to the Regulations of the China Meteorological Service Association Scientific and Technological Awards, after the evaluation by the Scientific and Technological Awards Evaluation Committee and the final public announcement by the Scientific and Technological Awards Award Committee, the Fengyun Achievement Award for 2023 was awarded to two senior meteorological experts from the China Meteorological Science Research Institute, Hu Zhijin, and Fan Tianxi from the National Satellite Meteorological Center.

During the event, Xiong Shaoyuan congratulated the two winners, stating that high-quality development of meteorology cannot be achieved without high-quality development of meteorological science and technology. Hu Zhijin and Fan Tianxi are outstanding representatives of China's meteorological scientific and technological talent, playing a pioneering and irreplaceable role in promoting innovative development in China's meteorological-related scientific and technological fields.

Xu Xiaofeng expressed that the two Fengyun Achievement Award winners have gone through the most difficult period in the development of the republic. Their dedication and resilience have contributed significantly to laying the foundation for the comprehensive progress of meteorological science and technology today.

Hu Zhijin is a renowned expert in cloud precipitation physics and weather modification in China. The mesoscale atmospheric cloud resolution and catalytic model created by Hu Zhijin have formed a series of cloud precipitation models at the China Meteorological Science Research Institute (CAMS), making outstanding contributions to improving cloud precipitation forecasting and weather modification operations.

Fan Tianxi has been engaged in meteorological satellite work for a long time. He served as the deputy leader of the feasibility study computer introduction group for the Fengyun-1 meteorological satellite data processing system, and the computer system he determined fully met the requirements of the Fengyun-1 meteorological satellite ground application system. In 1987, the Fengyun-1 meteorological satellite application system was successfully constructed, and Fan Tianxi undertook the key development of data preprocessing software. The system has been running stably and is at an internationally advanced level.

The ceremony also held the award ceremony for the 2023 Fengyun Talent Award. Eight individuals, including He Wenchun from the National Meteorological Information Center and Zhou Yuquan from the China Meteorological Administration's Weather Modification Center, were awarded the 2023 Fengyun Talent Award.

It is reported that in 2020, under the guidance of the National Science and Technology Awards Office, the "China Meteorological Service Association Scientific and Technological Awards" were officially established. Four sessions have been successfully organized, with a total of eight people awarded the Fengyun Achievement Award and 29 people awarded the Fengyun Talent Award. During this period, 33 meteorological technical invention awards and 85 meteorological science and technology innovation awards were also presented. The selection work of the scientific and technological awards effectively mobilized various forces in meteorology and actively promoted the technological progress of the entire meteorological industry.

This event was guided by the China Meteorological Administration, hosted by the China Meteorological Service Association, and co-organized by the China Meteorological Science Research Institute and the National Satellite Meteorological Center, with support from Huafeng Group.
