However, Guangzhou's Haizhu district is the first in China to plan a demonstration zone specifically focused on developing applications for large-scale artificial intelligence models.

On April 7th, the conference for the establishment of an artificial intelligence model application demonstration zone in Pazhou, Guangzhou Haizhu, was held. According to information revealed at the event, the Guangzhou municipal government will support the construction of an artificial intelligence model application demonstration zone in Haizhu district.

"Application" is the key word for this demonstration zone.

In March of this year, the "Implementation Plan for Supporting Haizhu District to Build an Artificial Intelligence Model Application Demonstration Zone in Guangzhou City" was officially issued. This is the first plan in China that focuses on the development of industry-scale model industries. The plan aims to vigorously promote the construction of a leading domestic artificial intelligence model application demonstration zone in Haizhu district. By 2026, the goal is to promote the deep application of artificial intelligence models in more than 8 industries, with no fewer than 30 typical application scenarios, the identification of 50 benchmark enterprises, the accumulation of over 5000 algorithms, and to drive the main business income of the demonstration zone to exceed 500 billion CNY, making it a leading demonstration area in terms of application, policy, and talent nationwide. This plan emphasizes "application," with clear indicators for both the number of industry applications and application scenarios.

Based on this, the construction of the Haizhu District's artificial intelligence model application demonstration zone also focuses heavily on application. Specific industries include AI + new industrialization, gaming, fashion, marketing, transportation, healthcare, government affairs, finance, and other industries with large-scale model tracks.

Haizhu is no longer starting from scratch in the development of large-scale model applications. As of now, the entire district has already implemented 21 large-scale model application projects, making significant progress. This year, efforts will be made to guide the completion of more than 10 projects with model filing, more than 20 projects with algorithm filing, and the incubation of over 50 industry application projects, forming a trend of concentrated development.

Over 10 billion CNY will be invested in three years.

At the conference, Haizhu District introduced the "Six Platforms," extending olive branches to enterprises. These platforms not only include financial rewards and support but also provide hardware and software support such as computing power supply platforms, incubation and cultivation platforms, compliance guidance service centers, and ecological aggregation platforms. Over the next three years, the city and district will collectively invest over 10 billion CNY, providing support from three dimensions: the hardware foundation of large models, the application layer of AI, and the talent side of the digital economy. Enterprises that complete model or algorithm filings will receive rewards of up to 1 million CNY, and those with qualified revenue increments will receive support of up to 4 million CNY. In addition, rewards will be given to recognized development projects, designated demonstration areas, and innovative teams or talents included in the "Guangzhou Pazhou Artificial Intelligence Talent Directory," with a maximum annual reward of 10 million CNY per enterprise.

Furthermore, Haizhu District is working with Guangzhou's state-owned enterprises to accelerate the establishment of the Pazhou New Generation Artificial Intelligence Industrial Fund, leveraging social capital for joint investment. The planned total size of the fund will be no less than 10 billion CNY, aiming to foster high-quality industrial clusters through investment. Efforts will be made to complete the establishment of the first phase of the fund this year, with a size of no less than 1 billion CNY. To meet the high demand for computing power from large-scale model enterprises, Haizhu District is focusing on deploying local computing power and building a computing power scheduling platform to accelerate the supply of intelligent computing power. Currently, Haizhu District has pushed for the addition of 100P computing power to the Pazhou Smart Computing Center, with plans to complete deployment in the first half of the year. Haizhu District will also accelerate the upgrading and expansion of computing facilities such as the Pazhou Laboratory and promote the construction of the Pazhou Cloud Node for Guangzhou's public artificial intelligence computing center, providing solid support for enterprises to conduct industry training and application innovation with large-scale models.

It is noteworthy that the newly planned demonstration zone includes all of the Pazhou Artificial Intelligence and Digital Economy Experimental Zone, as well as the eastern part of the Zhongda International Innovation Ecological Valley and the Service-oriented Manufacturing Innovation Belt in the Backwater Channel. Notably, this area is primarily represented by the Haizhu Wetland, which is highly related to the industrial planning around the Haizhu Wetland. Previously, Haizhu District revealed plans to create a wetland ecological semiconductor manufacturing cluster around the Haizhu Wetland, which is indispensable for the development of artificial intelligence.

Currently, to accelerate the development of new productive forces, Haizhu District has formulated the "Three-Year Action Plan to Accelerate the Formation of New Productive Forces in Haizhu District." "The Action Plan outlines a more long-term future blueprint," said Liu Jinshan, Director, Professor, and Doctoral Supervisor of the Investment Consultation (Research) Center of Jinan University, indicating that this also reveals Haizhu District's goal of accelerating the emergence of new productive forces characterized by artificial intelligence, aiming to rank among the forefront in terms of technological strength, economic power, and overall competitiveness in Guangzhou.
