The U.S. Adds 22 Chinese Quantum Institutions to Entity List!

According to C114, on May 9th local time, the U.S. Department of Commerce's Bureau of Industry and Security (BIS) announced the inclusion of 37 Chinese entities on the export control entity list, including 22 quantum industry research institutions.

BIS stated in its announcement that these Chinese quantum institutions were added to the list because they have been advancing China's quantum technology and seeking U.S. origin items to enhance their quantum technology capabilities.

In the statement, the U.S. once again broadened the concept of "national security," emphasizing the importance of quantum technology to U.S. national security.

The listed institutions include the Beijing Academy of Quantum Information Science, the National Laboratory of Quantum Information Sciences, the Quantum Technology Yangtze River Delta Industry Innovation Center, the Shanghai Center for Quantum Sciences, the Shenzhen Institute of Quantum Science and Engineering, the University of Science and Technology of China, among others, covering almost all frontline quantum industry research institutions in the country.

In simple terms, the "entity list" is essentially a "blacklist," and being on this list effectively deprives the relevant companies of trade opportunities in the U.S.

The U.S. began targeting Chinese quantum information technology with the "entity list" in 2021, when QuantumCTek and its subsidiaries Shanghai QuantumCTek and the Hefei National Research Center for Microscale Material Science at the University of Science and Technology of China were listed.
