During the opening ceremony, the list of award-winning works and outstanding organizing units for the first edition of the competition in the short video and graphic/text categories was announced. Awards were presented to representatives of the winning units. The event also unveiled the exclusive logo of the competition and announced the notification for the second edition of the competition.

In the launch phase of the competition, leaders in attendance jointly pressed the start button, officially declaring the commencement of the second "Flood and Drought Prevention, You and I" Science Popularization Creation Competition.

It is understood that the competition is guided by the Department of Waterlogging and Drought Control of the Ministry of Water Resources, jointly organized by the Flood Control and Drought Relief Engineering Technology Research Center of the Ministry of Water Resources (Flood and Drought Defense Center), China Water Resources and Hydropower Press Media Group Co., Ltd., and the "China Flood and Drought Prevention" magazine. The event is managed by Beijing Zhongshui Media Culture Co., Ltd. The competition called for short video entries from the entire society from March 26 to September 30, 2024, with the selection process taking place in October and the announcement of the winners in November and December.

Utilizing the short video format, the competition focuses on the theme of "Popularizing Knowledge on Flood and Drought Prevention" and the special topic of "History and Culture of Flood Control and Drought Resistance." It aims to disseminate basic knowledge on flood and drought prevention, disaster prevention and reduction concepts, laws and policies on flood and drought prevention, as well as technical methods. Additionally, it covers ancient flood control and drought resistance engineering and techniques, precious anecdotes and hydro-culture related to flood control and drought resistance, and the cultural connotations of symbiosis between people and rivers.

The launch ceremony was attended by more than 200 representatives from various river basin management agencies of the Ministry of Water Resources, relevant directly affiliated units of the ministry, water resources (water affairs) departments (bureaus) of provinces (autonomous regions, municipalities directly under the central government), and relevant research institutes.
