Chang Yinfu was born on July 6, 1931, in Taixing, Jiangsu Province. He graduated from the Department of Geology at Tsinghua University in 1952. From 1952 to 1965, he was engaged in mineral exploration in the middle and lower reaches of the Yangtze River; from 1965 to 1974, he was successively sent by the former Ministry of Geology to Vietnam and Albania to engage in foreign aid geological technical work; starting in 1977, he successively held positions as Deputy Chief Engineer, Deputy Director, Chief Engineer, and Technical Advisor of the Anhui Provincial Bureau of Geology (later renamed the Geological and Mineral Resources Bureau); he also served as the Dean of the School of Earth and Space Sciences at the University of Science and Technology of China, a professor-level senior engineer at the Anhui Provincial Department of Land and Resources, and a professor at Hefei University of Technology. In 1991, he was elected as a member of the Chinese Academy of Sciences (academician). In 1994, he was selected as an academician of the Chinese Academy of Engineering. Chang Yinfu was engaged in mineral geological exploration and research for a long time, participating in and leading numerous large-scale exploration and scientific research projects, and making contributions to geological science and technology management and policy formulation. He always cared about the country's geological work, and as long as his health permitted, he personally attended meetings and inspections across the country. He once expressed his aspirations in poetry: "Devoting oneself to the country with few desires, finding joy amidst books, mountains, and rivers."
