"Haidian District Commercial Aerospace Innovation Hub Action Plan (2024-2028)" Officially Released

On April 29th, the Aerospace Information Industry Innovation Development Conference was held in Beijing. Themed "Integration of Stars and Earth, Harmonizing from Afar," this conference was one of the series of forums on "Artificial Intelligence Theme Day" at the 2024 Zhongguancun Forum Annual Meeting, co-hosted by the Beijing Municipal Science and Technology Commission, Zhongguancun Management Committee, Haidian District People's Government, and Beijing Economic and Technological Development Zone Management Committee.

During the event, Tang Chao, Deputy Director of the Zhongguancun Science City Management Committee and Deputy District Mayor, unveiled the "Haidian District Commercial Aerospace Innovation Hub Action Plan (2024-2028)" (referred to as the "Action Plan"). The plan focuses on promoting high-quality development and implementing five major actions: strategic force traction, upgrading the industrial chain, accelerating application scenarios, leading in technological innovation, and optimizing the innovation ecosystem. Leveraging the geographical advantage of the "Aerospace City," the plan aims to create a "Satellite Town" integrating research and development, develop multiple distinctive industrial parks, and establish a spatial layout of "one city, one town, and multiple parks."

By 2028, the Action Plan aims to achieve the "Double Hundred, Double Thousand" goals: constructing 1 million square meters of industrial space, nurturing 100 specialized and innovative enterprises, operating over 1,000 satellites in orbit, and surpassing a commercial aerospace industry scale of 100 billion. The plan aims to transform Haidian into a globally competitive commercial aerospace innovation hub, contributing to China's aerospace power.

Zhang Yulei, member of the Party Group and Deputy Director of the Beijing Municipal Science and Technology Commission, on behalf of the Beijing Natural Science Foundation, released the "2024 Beijing Natural Science Foundation Commercial Aerospace Joint Fund Project Guide" (referred to as the "Guide"). The Guide outlines that in 2024, the joint fund will focus on key scientific issues in reusable rocket design, rocket propulsion technology, satellite networking and communication, aerospace remote sensing, and monitoring. It sets up 33 guidance directions, including 14 key project guides and 19 frontier project guides, encouraging research teams to collaborate with enterprises to address application scenarios and achieve innovative breakthroughs. The implementation of the joint fund projects will drive the development of basic research in the commercial aerospace field, promoting core technological breakthroughs through innovation in fundamental theory.

Li Junjie, Deputy Secretary of the Haidian District Committee and District Mayor, emphasized the district's rich innovation resources in the aerospace field and highlighted its strong foundation in the aerospace information industry. He stressed the acceleration of key core technology breakthroughs in the aerospace information field, promoting enterprise collaboration, and leveraging the advantages of artificial intelligence to empower satellite manufacturing, satellite support, satellite networking, satellite operations, and remote sensing applications. The goal is to lead comprehensively in the aerospace information technology field. The district will diligently implement the "South Arrow, North Star" layout requirements, expedite the formation of industrial clusters, leverage the advantages of the overlapping "Four Districts" policies, continuously deepen the new round of reform in Zhongguancun, gather relevant enterprises and talents, and create a world-class open innovation ecosystem.

During the conference, the Beijing Future Space Technology Research Institute was established, and the Commercial Aerospace Open Platform Partner Program was launched.
