Announcement from the Organization Department of the Liaoning Provincial Committee of the Communist Party of China

In accordance with the spirit of the "Notice of the Central Committee of the Communist Party of China on Printing and Distributing the 'Regulations on the Selection and Appointment of Leading Cadres of the Party and Government'" (Central Document No. 8 [2019]), the candidates for leadership positions are hereby announced for public review:
Yi Qingtao: Male, Han nationality, born in March 1966, with postgraduate education while in service, holding a doctoral degree, and a member of the Communist Party of China. Currently serving as the Deputy Secretary of the Party Committee of Dalian Ocean University, proposed for a leading position in a provincially-administered university.
Zhao Jing: Female, Han nationality, born in June 1969, with postgraduate education while in service, holding a master's degree, and a member of the Communist Party of China. Currently serving as the Deputy Secretary of the Party Committee of Shenyang University of Technology, proposed for a leading position in a provincially-administered university.
Zhang Qijian: Male, Han nationality, born in March 1973, with graduate education, holding a doctoral degree, and a member of the Communist Party of China. Currently serving as the Deputy Secretary of the Party Committee of Liaoning University of Technology, proposed for a leading position in a provincially-administered university.
Yao Guomin: Male, Manchu nationality, born in April 1967, with university education from the Central Party School and holding a master's degree. A member of the Communist Party of China, currently serving as a member of the Standing Committee of Jinzhou Municipal Committee and Deputy Mayor, proposed for the position of Deputy Secretary of the municipal Party committee.
Liu Yangchun: Male, Han nationality, born in April 1971, with graduate education from the Provincial Party School and holding a master's degree. A member of the Communist Party of China, currently serving as the Secretary of the Committee of Faku County and a first-level inspector, proposed for the position of Deputy Secretary of the municipal Party committee.
Gao Yuheng: Male, Han nationality, born in October 1972, with graduate education and holding a master's degree. Not affiliated with any party, currently serving as the Director of the Integration Promotion Department of Liaoning Provincial Department of Industry and Information Technology, proposed as a candidate for Deputy Mayor of a prefecture-level city.
Zhang De: Male, Han nationality, born in October 1979, with graduate education from the Provincial Party School and holding a master's degree. A member of the Communist Party of China, currently serving as the Deputy Secretary and District Chief of Heping District Committee of Shenyang City, proposed for the position of Deputy Secretary of the Party committee of a sub-provincial city.
Wang Linxiang: Male, Han nationality, born in September 1970, with undergraduate education and holding a bachelor's degree. A member of the Communist Party of China, currently serving as the Deputy Secretary and District Chief of Dadong District Committee of Shenyang City, proposed for the position of Deputy Secretary of the Party committee of a sub-provincial city.
Peng Guanglei: Male, Han nationality, born in July 1982, with undergraduate education and holding a master's degree. A member of the Communist Party of China, currently serving as the Secretary of the Party Group and Director of the Urban Management Comprehensive Administrative Law Enforcement Bureau of Shenyang City, proposed as a candidate for Deputy Mayor of a sub-provincial city.
Liu Dawei: Male, Han nationality, born in March 1979, with postgraduate education while in service and holding a master's degree. A member of the Communist Party of China, currently serving as the Deputy Secretary of the Party Working Committee and Deputy Director of the Management Committee of Shenyang Huishan Economic and Technological Development Zone (Shenyang Puhe New City), proposed as a candidate for Deputy Mayor of a sub-provincial city.
Ma Tao: Male, Han nationality, born in January 1977, with undergraduate education and holding a master's degree. A member of the Communist Party of China, currently serving as the Secretary of the Party Group and Director of the Cultural and Tourism Bureau of Dalian City (City Radio and Television Bureau, Municipal Cultural Relics Bureau), proposed as a candidate for Deputy Mayor of a sub-provincial city.
Sun Xiaohui: Male, Han nationality, born in April 1977, with undergraduate education and holding a bachelor's degree. A member of the Communist Party of China, currently serving as the Deputy Secretary of the Municipal Committee and Mayor of Donggang City, proposed for the position of Secretary of the municipal Party committee of a prefecture-level city.
Chi Changchun: Male, Manchu nationality, born in September 1975, with undergraduate education while in service and a member of the Communist Party of China. Currently serving as the Secretary of the Party Group and Director of the Forestry and Grassland Bureau of Dandong City, proposed as a candidate for Mayor of a prefecture-level city.
After the publication of this announcement, individuals from all walks of life who have different opinions on the above candidates are requested to provide feedback to the Organization Department of the Provincial Committee before March 21, 2024, via telephone, letter, personal visit, or online reporting. Feedback should be objective and truthful, and those submitting feedback via telephone, letter, or online reporting should provide their real names. The validity period of written feedback shall be determined by the local postmark at the time of sending.
