Notification from the Yunnan Provincial Department of Science and Technology on the Nomination Process for the 2024 Yunnan Province Science and Technology Awards

In accordance with the "Yunnan Province Science and Technology Awards Regulation" (Order No. 224 of the People's Government of Yunnan Province) and the "Notification from the Yunnan Provincial Department of Science and Technology on the Implementation Details of the Yunnan Province Science and Technology Awards" (Yunnan Science Regulation [2022] No. 12), we hereby notify you of the following matters concerning the nomination process for the 2024 Yunnan Province Science and Technology Awards.
The award categories for the 2024 Yunnan Province Science and Technology Awards include the Yunnan Province Outstanding Contribution to Science and Technology Award, Yunnan Province Natural Science Award, Yunnan Province Technological Invention Award, Yunnan Province Science and Technology Progress Award, and Yunnan Province International Cooperation in Science and Technology Award.
The Yunnan Province Science and Technology Awards follow a nomination system and do not accept self-nominations. Nominations can be made by organizations (institutions) or experts (hereafter referred to as nominators).
The science and technology administrative departments of the prefectures (cities) are responsible for the nomination process within their respective administrative regions.
Provincial departments, central government units stationed in Yunnan, military units stationed in Yunnan, universities, research institutions, enterprises (entities), social organizations, and social forces with award-establishing institutions confirmed by the Provincial Department of Science and Technology, are responsible for the nomination process within their respective departments, units, industries (fields), or disciplines (specialties).
National top science and technology award winners, members of the Chinese Academy of Sciences, members of the Chinese Academy of Engineering, and winners of the Yunnan Province Outstanding Contribution to Science and Technology Award, may independently nominate one (person) project within their field of expertise per year.
Nominators should aim at the forefront of world science and technology, the main battleground of the economy, major national needs, and the health and well-being of the people. Nominations should contribute creatively to national strategic needs and high-quality development in Yunnan, especially in significant scientific discoveries and basic theoretical innovations from scratch, breakthroughs in key core technologies related to overall development and national security, and strategic and frontier achievements that seize the high ground in scientific and industrial development.
Nominators should prioritize moral character and academic level as important criteria, uphold the spirit of science, promote good academic conduct, and vet the political stance, behavior, level, style, and integrity of the candidates in accordance with regulations such as the "Implementation Details for the Management of Yunnan Province's Evaluation, Standard Achievement, and Commendation Activities" (Yunnan Official Dispatch [2020] No. 1) and the "Yunnan Province Science and Technology Awards Regulation" (Order No. 224 of the People's Government of Yunnan Province). Those with serious disciplinary or legal violations are not eligible for nomination.
After the nomination process, if a candidate engages in serious disciplinary or legal violations or other actions causing severe social impact, making them unsuitable for the award, the candidate's organization must promptly report to the nominator and the Office of the Yunnan Province Science and Technology Awards.
For the Natural Science Award nominations, the representative papers or monographs must have been published or issued for more than 2 years (i.e., before May 1, 2022); for the Technological Invention Award and the Science and Technology Progress Award nominations, the overall technology must have been applied for more than 2 years (i.e., the scientific and technological achievements must have been fully applied before May 1, 2022).
Civil and construction engineering projects (overall) must have passed acceptance and been in stable operation for more than 2 years.
Those who have engaged in scientific research misconduct or other acts of dishonesty and are within the penalty period;
Those who should have obtained relevant administrative permits according to law but have not;
Those whose intellectual property rights and scientific and technological achievements are disputed and have not been resolved;
Those whose main scientific and technological achievements have already won national or other provincial-level science and technology awards;
Those who have made no substantive contribution to the nominated project.
Projects nominated for the National Science and Technology Award in the same year cannot be nominated for the provincial science and technology awards. Projects that have won the National Science and Technology Award cannot be nominated for the Yunnan Province Science and Technology Awards again.
The same technical content cannot be nominated for the provincial Natural Science Award, Technological Invention Award, and Science and Technology Progress Award in the same year.
Candidates nominated for the Outstanding Contribution Award cannot be nominated for other categories of the provincial science and technology awards in the same year.
The same person cannot be nominated for more than two projects in the same year.
Individuals who have won awards in 2022 and 2023 must wait a year before being nominated again.
Projects that were reviewed and did not win the Natural Science Award, Technological Invention Award, and Science and Technology Progress Award in 2023 cannot be nominated again in 2024, except for those that were withdrawn during the nomination acceptance stage.
Outcomes continuing from previously awarded projects without significant breakthroughs cannot be nominated again; the source of tasks, intellectual property, and papers must not repeat those of previous award-winning projects.
Major engineering projects and industrial innovation contribution categories within the Provincial Science and Technology Progress Award do not have second or third prizes.
Nomination materials serve as the primary basis for the evaluation of the Provincial Science and Technology Awards. Different award categories require nominations in varying formats. It is essential to objectively, accurately, truthfully, and comprehensively fill out the forms as per the guidelines in the "Manual." Provide detailed and objective supporting evidence for innovation and application, emphasizing integrity commitments. Any instances of deception will result in immediate disqualification.
For nominated projects with the following circumstances, corresponding written explanations must be submitted:
If the candidate (completed) cannot sign personally, a written explanation from their unit is required. Posthumous nominations are discouraged.
Projects (individuals) nominated with a request for the recusal of expert reviewers must submit a recusal application. The application, with the unit's official seal if submitted by the completing unit, or the candidate's signature if submitted by the individual, should detail the reasons for recusal.
All candidates must undergo an audit by the discipline inspection and supervision department. Units with such departments will be audited by the equivalent unit department, while those without will undergo internal unit audits. Provincial-level cadres may be audited by their unit's discipline inspection and supervision department or relevant authorities. The audit opinion template can be downloaded from the nomination book reporting system's corresponding attachments section.
All candidates must undergo a police clearance. Candidates should personally visit the local police station at their place of residence or work to obtain a "Certificate of No Criminal Record." Personal or unit query results are both acceptable, with the search period spanning from May 1, 2022, to the date of processing.
The 2024 Provincial Science and Technology Awards implement a paperless application. Non-confidential nomination materials should be submitted through the Yunnan Provincial Science and Technology Management Information System on the provincial science and technology department's portal. Audit opinions from the discipline inspection and supervision department and the police department should be scanned and uploaded under the "Mandatory Attachments" section of the nomination form.
For the 2024 Yunnan Provincial Science and Technology Awards, except for the International Scientific and Technological Cooperation Award and classified projects, public notifications must be made in the completing unit, the candidate's unit, and the nominating unit before formal submission of nomination materials. The notification period should not be less than 5 working days. Details and requirements are outlined in the "Manual." Projects (individuals) without objections or with resolved objections after public notification can be nominated. Projects with objections must include a description of the objection resolution in the attachments. Any attempts to conceal objections will result in disqualification. The provincial science and technology department will return projects with objections after public notification for the nominator's handling.
The Yunnan Provincial Science and Technology Awards nomination system will be open from 9:00 on April 1, 2024.
Deadline for submission by reporting units: 23:00 on April 30, 2024. Nominating units must complete public notifications before this deadline and submit nomination materials promptly.
Deadline for submission by nominators: 23:00 on May 30, 2024. After this deadline, projects cannot be submitted to the provincial science and technology department. Nominators should complete audits and public notifications before this deadline and submit nomination materials promptly.
The Provincial Science and Technology Awards Office will conduct a formal review after the nomination deadline. The results of the review will be provided through the awards nomination system.
