Office of the Ministry of Natural Resources Notice on the Implementation of the 2024 High-level Scientific and Technological Innovation Talent Project
To: Departments in charge of natural resources in provinces, autonomous regions, municipalities directly under the Central Government, the Xinjiang Production and Construction Corps Natural Resources Bureau, China Geological Survey, and other directly affiliated units of the ministry, dispatching agencies, Shanghai Ocean Bureau, Fujian Provincial Bureau of Ocean and Fisheries, Shandong Provincial Ocean Bureau, Guangxi Zhuang Autonomous Region Ocean Bureau, and other relevant units:
In order to comprehensively implement the spirit of the 20th National Congress of the Communist Party of China and the Central Talent Work Conference, and to implement the key tasks deployed at the 2024 National Conference on Natural Resources Work, in accordance with the "Implementation Plan for High-level Scientific and Technological Innovation Talent Project of the Ministry of Natural Resources" (Nature Party Office [2020] No. 64), we are organizing the implementation of the 2024 Ministry of Natural Resources High-level Scientific and Technological Innovation Talent Project (hereinafter referred to as the "Talent Project"). The relevant matters are notified as follows:
Focusing on the responsibilities and missions of natural resources such as "two unifications," the task is to continuously cultivate and train high-level innovative talents and young scientific and technological talents in major basic research, technological research and development, and engineering implementation in the field of natural resources. Adhering to the evaluation orientation of talent based on innovation ability, quality, effectiveness, and contribution, the primary selection criteria focus on solving major national needs, major scientific and technological problems in natural resources, and practical problems. Emphasis is placed on the organic integration of talent selection with the undertaking of major national scientific research tasks, the implementation of major engineering projects, and the construction of scientific and technological innovation platforms. The selection process adheres to smooth channels, fairness, justice, and strict discipline to ensure the quality of selected talents.
Scope of Recommendation: Comprehensive recommendations are aimed at teams and individuals engaged in frontline scientific research and teaching in units affiliated with the Ministry of Natural Resources, local natural resources management departments, local marine administrative departments, relevant higher education institutions, research institutes, and enterprises in the field of natural resources.
Recommendation Methods: Talent candidates are recommended through "unit recommendation" and do not accept individual recommendations. China Geological Survey and other departmental dispatching agencies (excluding local supervisory bureaus) organize recommendations from their affiliated units, while other directly affiliated units of the ministry organize recommendations from within their own units. Provincial (autonomous region, municipality) natural resources management departments, the Xinjiang Production and Construction Corps Natural Resources Bureau, and departmental dispatching agencies are responsible for organizing recommendations from units within their systems, local higher education institutions, research institutes, and other units. Shanghai Ocean Bureau, Fujian Provincial Bureau of Ocean and Fisheries, Shandong Provincial Ocean Bureau, and Guangxi Zhuang Autonomous Region Ocean Bureau organize recommendations from units within the marine system.
Recommendation Quotas: China Geological Survey and its affiliated units can recommend 1 innovative team, 2 leading talents, and 3 young scientific and technological talents, with specific recommendations coordinated by China Geological Survey. Departmental dispatching agencies can recommend 3 scientific and technological innovation teams, 4 scientific and technological leading talents, and 5 young scientific and technological talents. Other directly affiliated units of the ministry can recommend 1 innovative team, 2 leading talents, and 3 young scientific and technological talents. Provincial (autonomous region, municipality) natural resources management departments, the Xinjiang Production and Construction Corps Natural Resources Bureau, and departmental dispatching agencies can recommend 3 scientific and technological innovation teams, 4 scientific and technological leading talents, and 5 young scientific and technological talents. Shanghai Ocean Bureau, Fujian Provincial Bureau of Ocean and Fisheries, Shandong Provincial Ocean Bureau, and Guangxi Zhuang Autonomous Region Ocean Bureau can recommend 1 scientific and technological innovation team, 1 scientific and technological leading talent, and 1 young scientific and technological talent. The Ministry of Natural Resources scientific and technological innovation platforms and platforms for integration of science and education can recommend 1 scientific and technological innovation team, 1 scientific and technological leading talent, or 1 young scientific and technological talent within the platform, without occupying the quota of the sponsoring unit. If the recommended candidate is from a unit jointly established outside the ministry, the recommendation should be made through the local natural resources management department. Among them, young scientific and technological talents recommended by key laboratories of the Ministry of Natural Resources assessed as excellent or equivalent in 2023 can directly enter comprehensive evaluation.
Applicants must be Chinese citizens who adhere to the correct political orientation, uphold scientific spirit and professional ethics, have good conduct, and are engaged in frontline scientific research in the field of natural resources with outstanding achievements and great potential in scientific and technological innovation. Teams and individuals eligible for application may apply for scientific and technological innovation teams, scientific and technological leading talents, and young scientific and technological talents. Each candidate can only participate in one type of talent selection. For candidates already selected for relevant national talent projects, in accordance with the "Implementation Opinions of the Communist Party of China Central Committee and the Ministry of Natural Resources on Deepening the Reform of the Scientific and Technological System to Enhance the Efficiency of Scientific and Technological Innovation" (Nature Party Office [2018] No. 31) and the "Implementation Plan for High-level Scientific and Technological Innovation Talent Project of the Ministry of Natural Resources" (Nature Party Office [2020] No. 64), they can directly apply for scientific and technological leading talents according to the talent type.
