On May 12th, according to the Hubei Provincial People's Government website, the official document "Hubei Province Breakthrough Development Commercial Aerospace Action Plan (2024-2028)" was recently issued.

The Action Plan proposes to focus on integrating the "four chains" of rocket, satellite, data, and service chains, to build the "arrow, star, network, end" full industrial chain ecosystem. By 2028, it aims to establish a nationally influential highland for innovative development in commercial aerospace. s_a24ed244726e4176b2c33fc4345f71ab.png The "Action Plan" mentions "supporting the research and development of rocket satellites." A reward of 1 million yuan per launch will be given to independently developed and successfully launched carrier rockets within the province, with a maximum cumulative reward of 5 million yuan per year for each unit (the leading unit for joint launches). s_3a4201141e1f49948c273aa69c271a22.png For independently developed satellites successfully launched in the province, a reward of 10,000 RMB per kilogram will be given, with a maximum reward of 500,000 RMB per satellite and a yearly cumulative reward limit of 5 million RMB per unit (the leading unit in joint launches).

The "Action Plan" also emphasizes strengthening integrated planning between space and ground, guiding companies to collaboratively deploy satellite measurement, operation, control, communication, navigation enhancement, and other ground station network systems. It encourages companies to establish ground station network nodes globally to effectively meet the operational needs of satellite constellations at scale.

For companies leading the construction of ground station network nodes, a subsidy of 10% of the investment amount will be provided, with a maximum subsidy of 2 million RMB per individual site and a yearly cumulative subsidy limit of 10 million RMB per unit.
