Guidelines Proposal for Guangdong Provincial Basic and Applied Basic Research Fund Meteorological Joint Fund

In order to thoroughly implement the important instructions on meteorological work from General Secretary Xi Jinping, accelerate meteorological scientific and technological innovation, and promote the high-quality advancement of meteorological modernization in Guangdong Province and the Guangdong-Hong Kong-Macao Greater Bay Area, the Guangdong Provincial Department of Science and Technology, in collaboration with the Guangdong Meteorological Bureau, has jointly established the "Guangdong Provincial Basic and Applied Basic Research Fund Meteorological Joint Fund" (hereinafter referred to as the "Meteorological Joint Fund"), which focuses on supporting fundamental and applied basic research addressing urgent needs and issues in meteorological science and technology development. This initiative aims to cultivate outstanding talents, address and breakthrough important scientific problems closely related to core technologies in the meteorological industry, and solidify the foundation of high-level meteorological science and technology for self-reliance and self-strengthening.

To facilitate the organization and implementation of the Meteorological Joint Fund in 2024 and the compilation of guidelines, proposals for projects are now being openly solicited. The relevant matters are notified as follows:

1. Directions for Guideline Solicitation

The Meteorological Joint Fund emphasizes demand-driven and problem-oriented approaches, targeting innovative development needs in meteorological undertakings in Guangdong and the Greater Bay Area. It supports fundamental and applied basic research focusing on core scientific issues and technical challenges in high-quality meteorological development. Through extensive research and expert consultations, a systematic analysis of key technical issues in meteorology has been conducted, covering four major areas: meteorological monitoring, numerical forecast models, weather and climate mechanisms and forecasting, and meteorological applications and services. This analysis has resulted in the identification of 20 research thematic directions such as "detection technologies and methods".

For this guideline proposal solicitation, suggestions are sought specifically addressing the 20 thematic research directions under the four major areas mentioned above, considering the needs for high-quality meteorological development in Guangdong and the Greater Bay Area, and based on existing research foundations and team capabilities. The solicited guideline proposals will serve as an important basis for compiling the project application guidelines for the 2024 Meteorological Joint Fund. Please refer to Annex 1 for the guideline proposal template.

2. Project Types and Funding Levels

The Meteorological Joint Fund includes two types of projects: "Key Projects" with a proposed funding intensity of 500,000 RMB per project, and "General Projects" with a proposed funding intensity ranging from 100,000 to 200,000 RMB per project. Please provide guideline proposal content in accordance with the project funding levels.

3. Requirements

  1. This guideline proposal solicitation is open to provincial fund-backed units registered in Guangdong, Hong Kong, and Macao. The qualification of provincial fund-backed units can be checked on the Guangdong Provincial Science and Technology Business Management Sunshine Government Platform.

  2. Proposers should submit their guideline proposals online through their provincial fund-backed units. Each individual is limited to one guideline proposal submission, and there are no restrictions on the number of submissions at the unit level.

  3. Guideline proposals should address the innovative development needs in the meteorological field in Guangdong and the Greater Bay Area, emphasize demand-driven and problem-oriented approaches, and propose key scientific problems.

  4. Guideline proposal content should focus on scientific problems, be precise, distinctive, and innovative; reflect the characteristics of basic research, and avoid being overly focused on technical development. They should have a certain degree of inclusiveness and avoid appearing overly restrictive to ensure competitiveness.

4. Solicitation Methods and Timeline

  1. This guideline proposal solicitation will be conducted online uniformly. Organizers should encourage proposers to fill out the proposal forms via the Guangdong Provincial Science and Technology Business Management Sunshine Government Platform (website: http://pro.gdstc.gd.gov.cn/), and no hardcopy materials need to be submitted. Please refer to Annex 2 for the operating instructions.

  2. The online submission and unit recommendation period for this guideline proposal solicitation are from March 15th to April 3rd, 2024, until 17:00.
