First International Standard in Insulation Assessment Field Led by Chinese Experts Released

In a landmark moment for international standardization in the field of insulation assessment, the International Electrotechnical Commission (IEC) has recently announced the release of the first-ever international standard, IEC 62836Ed1.0:2024, titled "Measurement of Internal Electric Field in Insulating Materials - Pressure Wave Propagation Method," led by Professor Zhang Yewen from the Department of Electrical Engineering at Tongji University. 65f7f510e4b03b5da6d0b66c.jpg 张冶文

The IEC 62836 is currently the only international standard by the IEC for measuring the space charge of insulation materials, and it's also the first IEC standard document developed by Chinese experts under the leadership of IEC/TC112 (International Electrotechnical Commission Evaluation and Identification of Electrical Insulation Materials and Systems).

"IEC 62836, as the first IEC international standard in the field of insulation assessment developed by Chinese experts, holds significant importance for China's international influence in insulation assessment. It sets a successful precedent for China in developing international standards in this field," said Professor Lei Qingquan, a member of the Chinese Academy of Engineering and a professor at Harbin University of Science and Technology, to Science China. Additionally, it has laid a solid foundation and accumulated rich practical experience for China's participation in international standardization activities in the field of insulation assessment. It has played a crucial role in guiding future activities within IEC/TC112 standardization in China.

In 2012, Zhang Yewen first proposed the drafting plan of this standard to the national technical counterpart unit of IEC/TC112, the Beijing Institute of Electro-technical Technology and Economic Research under the Mechanical Industry. The project was then proposed to IEC/TC112 by the National Standardization Management Committee. During the international conference of IEC/TC112 in 2012, the project's initiation was discussed, but due to being the first international standard project proposed by China in the field of IEC/TC112 and considering the weak foundation of standardization in this area, the project was eventually carried out as an international standard technical report.

In September 2013, IEC released IEC/TR 62836Ed1.0:2013. Under the organizational leadership of Zhang Yewen, from January 2014 to December 2016, parallel experiments were conducted globally to verify the technical content of the standard among multiple laboratories. Considering the positive verification results, a proposal to maintain IEC/TR 62836 as a technical specification was submitted to IEC/TC112 in 2017. Following the IEC standardization procedure and with the efforts of the lead person Zhang Yewen, IEC released IEC/TS 62836Ed1.0:2020 in November 2020.

With the unremitting perseverance and efforts of lead person Zhang Yewen in the drafting of this standard, and based on the accumulation of application experience, a proposal to maintain IEC/TS 62836 Ed1.0:2020 as an international standard was made in December 2021. From the proposal of the project drafting in 2012 to the present, after 12 years of relentless efforts and perseverance, the drafting of this international standard has finally been completed and published.

"The development process of IEC 62836 standard perfectly reflects Zhang Yewen's steadfast commitment to his original aspirations, relentless exploration of technology, and contributions to international standardization," remarked Liu Yali, Secretary-General of the National Insulation Assessment Standardization Technical Committee and a senior engineer at the Beijing Institute of Electro-technical Technology and Economic Research under the Mechanical Industry.

It is worth noting that Zhang Yewen has twice won the IEC 1906 Award. As the convener, he not only led the development of IEC 62836 but also leads the development of the international standard IEC 62631-2-3Ed1.0 "Dielectric and resistive properties of solid insulating materials - Part 2-3: Relative permittivity and dielectric dissipation factor - Test methods for insulation films (AC method)," which is expected to be published by the end of 2024.
