Chairman of Chery Automobile, Yin Tongyue: Suggest Granting Road Rights to Low-Speed Electric Four-Wheel Logistics Vehicles

On March 7th, during the 2nd session of the 14th National People's Congress, Yin Tongyue, a National People's Congress representative and the Secretary of the Party Committee and Chairman of Chery Holding Group, proposed seven suggestions as follows:

  1. Strengthening the construction of the automobile export management system.
  2. Enhancing safety and intelligence standards for new energy vehicles.
  3. Supporting the development of automobile financial companies and their international expansion.
  4. Establishing regulations for managing carbon footprints.
  5. Promoting the development of E-fuel green synthetic fuels.
  6. Granting road rights to low-speed electric four-wheel logistics vehicles.
  7. Introducing regulations for off-road experience management.

Regarding the sixth point:

By 2023, over 90% of the last-mile delivery tools in the national express parcel delivery service utilize electric tricycles. However, these tricycles suffer from low delivery efficiency, short battery life, low safety standards, and poor comfort.

Currently, various automobile manufacturers are developing low-speed electric four-wheel logistics vehicles to meet last-mile delivery demands, offering advantages such as enhanced safety, environmental friendliness, and higher efficiency. However, these vehicles lack national standards and cannot be registered.

Hence, the suggestions are as follows:

  1. The Ministry of Industry and Information Technology should establish national standards and regulations for low-speed electric four-wheel logistics vehicles, including them in the announcement management system, thereby replacing three-wheeled electric vehicles with high-quality, high-safety four-wheeled electric logistics vehicles.
  2. The Ministry of Transport, Ministry of Public Security, and other relevant departments should formulate a unified national road rights policy for granting legal road rights to low-speed electric four-wheel logistics vehicles. Simultaneously, they should require the installation of Beidou equipment and regulate their management.

Regarding the seventh point:

Currently, the domestic off-road vehicle market is experiencing rapid growth, with increasing user demand for off-road sports. Many cities have constructed numerous off-road towns, popular check-in points, and off-road facilities.

User-organized desert crossings or self-driving in uninhabited areas and the significant increase in industry and group-organized off-road events are observed. However, due to the lack of management methods for off-road venues and user participation in off-road activities, user experience cannot be effectively guaranteed, and there are certain safety hazards.

Hence, the suggestions are as follows:

  1. The Ministry of Industry and Information Technology should lead the improvement of regulations for modified vehicle management and the enhancement of management methods for civil off-road vehicle experience and related activities.
  2. The Ministry of Culture and Tourism should enact restrictive policies on off-road activity bases, off-road entertainment culture, and promotion methods for off-road tourism and ecological projects, further enhancing the visibility and standardization of the off-road culture tourism industry, and guiding its healthy and orderly development.
