Education, science, and talent are the core safeguards and driving forces for developing high-quality productivity. Higher education should promote innovation and enhance quality with intelligence, demonstrating new responsibilities and contributions in supporting the development of high-quality productivity.

Original and disruptive scientific and technological innovation is the driving force for high-quality productivity. Universities, especially science and engineering universities, must firmly establish the concept of industry-oriented, industry-serving, and industry-leading disciplines and research. Through the integrated innovation of education, science, and talent, they should cultivate the source of high-quality productivity. They should make efforts in integrating scientific and technological innovation with industrial innovation and introducing practical measures to actively explore new paths and paradigms for the integrated development of scientific and technological innovation and industrial innovation. At the same time, they should strengthen the construction of first-class disciplines, achieve new results and heights in the construction of new engineering, medicine, agronomy, and humanities, consolidate the foundation for the development of high-quality productivity, focus on key areas for technological breakthroughs, and open up new tracks and opportunities for the development of high-quality productivity.

Developing high-quality productivity is also the driving force and orientation for promoting the reform of university talent cultivation. As a training base for high-quality talents, high-level research universities should take the lead in focusing on reforming and innovating discipline settings, talent cultivation models, and scientific research models. They should establish a sound new mechanism for the deep integration of high-quality innovative talent cultivation, self-reliance and strength in high-level science and technology, and the cultivation of high-quality productivity. In terms of talent cultivation direction, it is necessary to focus on the future and meet the needs of industries, while adhering to the "two-pronged" approach of cultivating depth and breadth. On the one hand, it should deeply integrate industry, academia, and research through the construction of national platforms for innovation in industry-education integration, and continuously improve and optimize the industry-education integration mechanism of "industry setting questions, industry-university collaboration answering questions." This can help cultivate innovative, applied, and compound talents with a solid foundation, strong practical ability, and problem-solving capabilities. On the other hand, efforts should be made to carry out high-standard construction of national excellent engineering colleges, national integrated circuit colleges, and future technology colleges, innovate in-depth sharing and common mechanisms between universities and enterprises, and explore the reconstruction and high-quality development of the talent cultivation system for excellent engineers and future innovative talents.

It is essential to fully understand that developing high-quality productivity is based on the unprecedented context of an intelligent era. High-level research universities should allow students to participate more in scientific and technological innovation, cultivate students' critical thinking, learning ability, innovation ability, and leadership in large platforms, major projects, and new scenarios.
