On March 1st, according to reports from several domestic media outlets, the "Regulations on the Management of the Express Delivery Market" have come into effect.

According to the new regulations, express delivery companies could face fines of up to 30,000 CNY for unauthorized confirmation of receipt on behalf of users, unauthorized use of smart lockers or delivery service stations without user consent, as well as behaviors such as throwing or stepping on parcels, if the circumstances are severe.

In response, multiple courier companies have stated that they will implement on-demand delivery, with couriers being "rewarded for more work."

The courier companies have stated that they will now call customers before delivery to confirm whether they prefer home delivery or delivery to a specified express pickup point, and customers can specify their delivery preferences when placing orders.

Previously, there were frequent complaints from consumers about couriers placing their parcels in lockers without consent, leading to various issues during the pickup process.

Some netizens have expressed that this regulation can clarify the delivery obligations of couriers and regulate the express delivery industry.
